A message from the KPB Road Service Area
The Kenai Peninsula Borough Road Service Area (RSA) maintains over 645 miles (95% is gravel and 5% is paved) of roads. The RSA is divided into five regions, Central, West, North, East and South. Each region is divided into units.There are twenty eight (28) road maintenance units borough-wide.
The borough contracts with local contractors to maintain roads. Road maintenance includes snow plowing, sanding, minor road repairs, grading and ditch clearing.
The RSA hires contractors to perform all road maintenance work. Contractors are dispatched by the RSA. All concerns regarding road maintenance should be directed to the RSA, not the operational contractor.
Permits and Applications
Permits for new driveway construction, road improvements, right-of-way work or new road construction may be obtained on-line or at the Road Service Area office, 47140 E. Poppy Lane, Soldotna. There are no applicable fees to obtain a right-of-way permit.
Roads that meet Kenai Peninsula Borough Road Construction Standards Chapter 14.06 may be considered for maintenance. Applications may be obtained at the Road Service Area office or on-line. Road Maintenance Applications along with the Construction Cost Statement will only be accepted no later than September 1st for the Road Service Area Board to consider approval at their October meeting.
Road Improvement Assessment District (RIAD)
The Kenai Peninsula Borough through the Assessing Department and Road Service Area offers citizens the opportunity to improve/pave subdivision roads through the RIAD program. You may contact the Assessing Department or the Road Service Area office for further information.

- Sterling Highway at approximate mile post 43 to approximate mile post 51 (Cooper Landing).
- Seward Highway at approximate mile post 1 to approximate mile post 35 (Moose Pass/Seward).
- Hope Highway at approximate mile post 15 to approximate mile post 17 (Hope).
Western;
- Kalifornsky Beach Road (K-Beach) from intersection at approximate mile post 96 of Sterling Highway in Soldotna to intersection at approximate mile post 109 Sterling Highway in Kasilof.

Road Maintenance Application
Road Maintenance Applications along with the Construction Cost Statement will only be accepted prior to September 1st. New road construction must be completed by October 1st to allow for final inspection. Applications are reviewed annually for approval by the Road Service Area Board at their October meeting.
Only roads that have a final recorded plat, surveyed as-built (if applicable), and meet the design and construction standards set forth in Road Construction Standards Chapter 14.06 may be certified by the Road Service Area Board for inclusion in the road maintenance program, unless an exception pursuant to KPB 14.06.230 is approved by the Road Service Area Board.
Requirements included in Kenai Peninsula Borough Road Service Area Policy 2009-01 Acceptance of Roads for Maintenance shall be met before application is considered complete.
A RIGHT-OF-WAY PERMIT IS REQUIRED PRIOR TO STARTING ROAD CONSTRUCTION.
All applications may be obtained at the Road Service Area office, 47140 E. Poppy Lane, Soldotna.
Right of Way (ROW) Permit Applications
Permits for new driveway construction, road improvements, new road construction, work in rights-of-way or citizen maintenance may be obtained on-line or at the Road Service Area office, 47140 E. Poppy Lane, Soldotna. There are no applicable fees to obtain ROW permits.
Guidlines for construction projects and citizen maintenance are included in KPB Road Service Area Amended Policy Statement No. 2004-01 Construction Permitting Within Borough Rights-of-Way. All permits are subject to the Right-of-Way Construction Permit Mandatory Conditions.

CALCIUM CHLORIDE
The RSA's calcium chloride budget was decreased by 25%. Calcium chloride will be used to address maintenance concerns.
The main priority will be high traffic roads, large hills, curves, and intersections.
WINTER CALLOUTS
Snow removal averages between 1 and 1.5 miles per hour to plow. Back to back snow events and excessive accumulation can slow the process down further. The RSA has five regions; central, east, north, south and west. Each region is divided into operational units. Each unit has between 20 and 37 miles of maintained roads. Contracts require one motor grader and sander for every operational unit.
Contractors are instructed to alternate their starting location when possible.
Callouts for winter maintenance require continuous monitoring of weather conditions.
In order to manage the operational budget and standardize services through the Borough, the RSA attempts to plow when snow depth reaches 6-inches. This number will vary due to the weight of snow, upcoming weather conditions, drifting, etc.
Due to the high operational cost of applying sand, generally sand is used only on steep hills, approaches, curves, and intersections.
During severe winter rain events, serration and sanding are not effective until the rain subsides. This can delay maintenance response time.
BERMS
In the majority of operational units, a snow gate is required on all motorgraders to minimize snow berms left in private driveways. Snow gates are not used if a driveway remains unplowed during the winter.
SNOW PLOWING FROM PRIVATE PROPERTY
It is illegal to plow snow into the roads, ditches and right-of-ways from private property. Illegal plowing can cause damage to snow removal equipment, creates safety hazards due to obstructing visibility and incurs an extra cost by taxpayers. In addition, residents are reminded to inform children of the danger of playing in snow piles and berms near roadways. Operators of heavy equipment used in snow removal may have difficulty seeing children.
