SUBDIVISION PLAT PUBLIC HEARINGS
The following items are scheduled for public hearings to be held by the Kenai Peninsula Borough Platt Committee. The meeting will commence at 6:30 PM , or as soon thereafter as business permits. The Plat Committee meeting will be held in the Betty J. Glick Assembly Chambers, George A. Navarre Borough Administration Building located at 144 North Binkley Street, Soldotna. This meeting will also be held via Zoom, or other audio or video conferencing means whenever technically feasible. To join the Zoom meeting from a computer visit: https://us06web.zoom.us/j/9077142200. If you connect by computer and do not have speakers or a microphone, connect online and then select phone for audio. A box will come up with toll free numbers, the Meeting ID, and your participant number. To attend the Zoom meeting by telephone call toll free 1-888-788-0099 or 1-877-853-5247. When calling in you will need the Meeting ID 907 714 2200. When joining the meeting the video and microphones will automatically be turned off. Staff will continue to monitor and will keep video and microphones off during the meeting. When public testimony or comment is allowed staff will request that you use the Zoom "raise hand" feature. The "raised hand" icon can be found under the Reactions Menu at the bottom of the screen. If participating via phone *9 will raise your hand and *6 will take your phone off mute. When staff sees your hand raised they will let the Chair know and your microphone will be unmuted. Staff will let you know when your allotted time to speak is done.
Anyone wishing to testify on these items may come to the meeting or attend through Zoom to give testimony. Written comments must be received by 1:00 PM, Friday, December 13, 2024. The deadline to submit written comments does not impact the ability to provide verbal testimony at the public hearing.

The Kenai Peninsula Borough is divided into two base zoning districts: the Municpal District, and the Rural District. And unless there is an added overlay district, such as the Habitat Protection District or Floodplain District, the Borough doesn't generally restrict land use activities.
Local Option Zoning Districts (LOZDs) are available as a means to provide property owners in the Rural District an opportunity to request the borough adopt greater restrictions on land use. These can be implemented in new or existing subdivisions that have 12 or more contiguous lots.
Local Option Zoning Districts:
- R-1 Single-Family Residential District
- R-2 Small Lot Residential District
- R-R Rural Residential District
- R-W Residential Waterfront District
- R-M Multi-Family Residential District
- C-3 Mixed-Use District
Creating an LOZD:
- An application signed by six (6) lot owners must be submitted to the Planning Department.
- The Planning Department will hold a community meeting about the proposed LOZD.
- The application must garner support from 60% of property owners in the proposed LOZD within 60 days of submitting the application, or the matter is deemed closed.
- If the application garners enough support, the Planning Department will schedule it to be introduced to the KPB Assembly for adoption.
- After adoption, property owners with prior-existing uses and structures have one year to apply for a Non-Conforming Use Determination.
- After adoption, property owners must submit a Development Notice to the Planning Department for any proposed structure with a permanent foundation.
